ABRAR H HASHMI  joined as Ambassador of Pakistan to Nepal in April 2023 from Houston (USA), where he was the Consul General. He is a career diplomat, who joined Federal Service in 1988 and Foreign Service of Pakistan in 1999.

Qualification:

Ambassador Hashmi holds Bachelor of Science from Peshawar University, Master’s in International Policy and Master’s in Diplomacy from Australian National University, Canberra. He was a Fellow on Fresh Water Diplomacy at the Norman Paterson School of International Affairs (NPSIA), Carleton University, Ottawa (Canada). He is a Graduate of National Defence University, Islamabad (2024) and has completed Executive Courses at NDU, Washington DC (2018) and NATO Defence College, Rome (2019). He fluently speaks English, Urdu, Arabic, Punjabi & Hindko.

Professional Experience:

A. Ministry of Foreign Affairs, Islamabad (Pakistan)

  • Director General Protocol (2016–2019): Responsible for providing services to foreign diplomatic missions in Pakistan.
  • AS Lead person for Pakistan’s Global E-Visa (PoVs) Initiated, designed and implemented Pakistan’s e-visa system at home and Pakistan’s Missions Abroad.
  • Director for Kashmir & India (2009–2010): Managed bilateral political issues related to India.
  • Director (Personnel) and Director to the Special Secretary (2006–2007).
  • Assistant Director (KA): Handled matters related to Kashmir, human rights, and water issues.
  • Desk Officer (Southeast Asia & Pacific) responsible for bilateral relations and ASEAN/ARF (2001-02).

B. Pakistan Missions Abroad

  • Consul General, Houston (2020–March 2023): Oversaw Pakistan’s consular operations across ten southern U.S. states. Key achievements included managing COVID-19–related challenges, extending services including virtually and strengthened engagement with the Pakistani community, corporate sector and U.S. officials.
  • Acting High Commissioner of Pakistan to Canada (2014–2016): Managed political, commercial, and cultural relations between Pakistan and Canada, with additional accreditation to Trinidad & Tobago.
  • Counsellor, Pakistan High Commission, New Delhi (2010–2014): Responsible for the political dialogue process, water issues, the Kashmir dispute, trade, visas, cultural cooperation and SAARC matters.
  • Second Secretary, Pakistan Embassy, Beirut (2003–2006): Covered political, commercial, defence and consular matters with Lebanon and the Republic of Cyprus.
  • Third Secretary, Embassy of Pakistan, Kuwait (2001–2003): Handled political and administrative responsibilities and attended Kuwait University to study Arabic language.

Ambassador Hashmi has been a resource person on fresh water diplomacy in Track-II & ½ dialogues with Atlantic Council, Stimson Centre, ICIMOD and IMWI.

He is happily married to Samiya Abrar; and their three daughters are attending to the universities.

He loves trekking, cricket, golf and reading in leisure. He attended and spoke at number of International conferences, seminars and symposiums; published articles/interviews; and received awards and appreciations.
